Is it possible to debug a Codesys application in simulation mode before downloading it to the HMI to prove out Ethernet IP communications to this third-party device? See attached picture with errors.

The “simulation” feature within Codesys will not allow the application to communicate with connected devices like EB Pro’s “Online Simulation” can. However, I believe Codesys offers a PC runtime that will allow your computer to function as a PLC.
