Is it possible to enable the movement of a label or text using a bit to enable it or disable it ?

It is possible to enable the movement of a label on a multi-state object. See below:

Within the “Label” tab of your multi-state object, you can configure the movement for each state. Select the state for which you would like to configure label movement and select the “More…” button to configure movement direction and speed:

Example:
“No movement” is chosen for state 0:
